Description

This is a combined synopsis/solicitation for Indefinite Delivery Indefinite Quantity (IDIQ) Road Maintenance Services on the Daniel Boone National Forest. The combined synopsis/solicitation is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice.



This announcement constitutes the only solicitation and Solicitation No. 12443923R0004 is attached to this notice with attachments. If interested, please refer to Instructions to Offerors (Page 4) and FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (MAR 2023) (Pages 18 to 20) for instructions on submitting offers for this project.



Description of Requirement



IDIQ Road Maintenance on the Daniel Boone National Forest in Kentucky. The contractor shall provide all materials, labor, equipment, tools, transportation, permits, licenses, supervision, expertise, and other incidentals necessary to successfully complete road maintenance services including tasks and subtasks related to road blading, cleaning of culverts and ditches, road brushing, overhead trimming, and aggregate placement on National Forest roads in Kentucky.



Locations



The roads are located within the Forest boundaries of the Daniel Boone National Forest in Kentucky within the following four Ranger Districts: Cumberland Ranger District, London Ranger District, Stearns Ranger District and Redbird Ranger District.



Task Orders



Task Orders for Road Maintenance Services on the Daniel Boone National Forest may be placed throughout the contract period. Task Orders issued by the Government will list; Item Numbers, Supplies/Services, Unit, Number of Units, Unit Price, Contract time for performance and any other specific information needed to perform the task order.

All offers shall be received by 4:30 p.m. EST on Wednesday, June 14, 2023. Submit offer by email to sharon.martin@usda.gov so that it is delivered into this inbox by the due date and time. Emails should contain 3 separate attachments (Technical Proposal, Price Proposal, and Representations and Certifications) in Microsoft Word, Excel, or Adobe PDF format. Be aware that large attachments may increase the time required to deliver an email. It is the offerors responsibility to confirm receipt of the offer from Sharon Martin @ sharon.martin@usda.gov.



The government intends to make one award per district to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Offerors may submit offers on one district, two districts, three districts or all four districts. However, offerors much submit an offer on all Item Numbers for the Base Year and Option Years of the district(s) for which they wish to be considered. Option Years may or may not be exercised.



This acquisition is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code is 115310.
