Notice of Intent for Sole Source. The Medical Readiness Contracting Office (MRCO) – East, intends to award a Blanket Purchase Agreement (BPA) solely to the Ortho-Clinical Diagnostics Inc., 1001 US Highway 202, Raritan, NJ 08869-1424. This procurement is for Ortho-Clinical Diagnostics Inc. Blood Transfusion Reagents and Blood Gel cards for appropriate mode of testing blood samples used in transfusions and in the hospitals existing blood blank in the current government owned Ortho Clinical Diagnostics Inc. Vision Analyzer in use at the Department of Pathology, Fort Campbell, KY. The NAICS code of this procurement is 325413 and the size standard is 1,250 employees. Ortho-Clinical Diagnostics Transfusion Reagents and Blood Gel Cards are the only products on the market compatible with the pre-existing government owned Ortho-Clinical Diagnostic Vision Analyzer in currently in place. If these supplies are not procured, the hospital could experience increased costs of procuring and implementing new and different government owned equipment and delays in patient care. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulation (FAR) 6.302-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
