The Coast Guard Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC) Kearneysville Procurement and Contracting Organization, intends to award a sole source, firm fixed-priced contract with Professional Software Consortium. The purchase order will be for 12 months with an estimated Period of Performance of 15 Aug 2023 to 14 Aug 2024 for Web Travel Preparation & Examination System (TPAX) and the Integrated Automated Travel System (IATS) Read Only software and support. Web TPAX/IATS provides enterprise web-based systems and solutions for processing travel claims for Temporary Duty (TDY) and Permanent Change of Station (PCS) for civilians & Uniformed Service members in accordance with Federal Travel Regulations (FTR) and Joint Travel Regulations (JTR). Use of such brand name description is essential to USCG requirements, thereby precluding consideration of a product manufactured by any other company. This purchase order will provide Administrative Read Only software and maintain the TPAX/IATS Read Only files for auditing purposes for three (3) years for vouchering until the ETS2 travel system that was competed and awarded to CW Sato receives an ATO for its vouchering module and can complete the transition from TPAX.

The purpose of the contract, if executed, will be to ensure the continuity of mission critical software and hardware support for the U.S. Coast Guard during the transition period from TPAX.

The C5ISC Procurement and Contracting Organization intends to negotiate this contract on a sole source basis with Professional Software Consortium Incorporated, in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

THIS NOTICE IS NOT A REQUEST FOR A COMPETITIVE QUOTE. Competing this requirement and awarding to any other entity would result in substantial delays and disruption of several key projects already in progress and would also increase the overall cost to the government.

Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government’s requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase order will be awarded without further notice.
