Description

THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH.



This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), or Request for Proposal (RFP) or a promise to issue an RFQ/IFB/RFP in the future. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this RFI. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. The specifications for this requirement will only be available upon solicitation issuance.



PURPOSE:



The U.S. Army Corps of Engineers, Nashville District is conducting this RFI/Sources Sought in support of Market Research to notify and seek potential qualified members of industry to gain knowledge of interest, capabilities and qualification to include the Small Business Community to furnish all labor, equipment, fuel, transportation, tools, and supplies necessary to provide the specified disconnect switches needing replacement for the Barkley Powerplant switchyard.

SCOPE:



The disconnect switches in the Barkley Powerplant switchyard are in need of replacement. The Contractor shall be required to provide new switches and operators for all motor and manually operated air-insulated, three phase, group-operated disconnect switches in the switchyard. The new equipment will be installed in the switchyard by others, i.e. plant personnel. Options for new mounting brackets, stainless steel mounting hardware, and new auxiliary switches will be included in the contract to make the installation less difficult for plant personnel. The decision of exercising the Options will be based on the amount of funding available.



The replacement disconnects for Barkley switchyard shall be rated at 2000 amps and have a minimum BIL rating of 750 kV. Disconnects rated for 169 kV for shall be provided for Bays 988, 968, 958, 934, 924, 914 and Transformer 1 and 2, as well as the main bus sectionalizers. Two (2) disconnects rated for 2000 amps at 15 kV and 110kV BIL shall be provided for Bay 204. One (1) of the 169 kV and 15.5 kV disconnects will be provided as spares. Disconnects shall come complete with replacement manual or motor-powered operators, rods, bushings, and universal joints to complete installation.

169 kV: 29



15 kV: 3



Optional Items: Contractor shall use provided shop drawings to ensure if the process of mounting and connecting the disconnects to the switchyard tower structures changes, then new mounting brackets will be provided. This would include new bolts, nuts, and washers for current carrying bolted connections; and auxiliary switches for indicating the position of manually operated switches.

The proposed project will be a 100% set-aside to small businesses resulting in a firm fixed price supply contract.

Small Business Size Standard in number of employees for this acquisition is 750 employees.
