Description

The Nashville District, U.S. Army Corps of Engineers, intends to issue an Invitation for Bid (IFB) for a firm fixed-price construction contract. The work will involve pavement sub-base repairs, culvert replacement, new paving, and repaving at specified areas per the scope of work. The asphalt mixture, construction, and placement are to meet the requirements of Kentucky Department of Highways Standard Specification for Road and Bridge Construction (KYTC SSRBC), current edition, unless otherwise specified in the scope of work.



Location: The work is located at Barkley Lake Recreation Area near Grand Rivers, Kentucky. Exact locations for work at Hurricane Creek Campground, Calhoun Hill Boat ramp, and Coleman Bridge Boat Ramp are indicated in the contract drawings.





DISCLOSURE OF THE MAGNITUDE OF THE PROPOSED CONSTRUCTION PROJECT: Between $250,000 and $500,000.



NAICS CODE AND SBA SIZE STANDARD: 237310 – Highway, Street, and Bridge Construction; Size Standard $39.5M



TYPE OF SET ASIDE: Total Small Business Set-Aside





SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is on or around 03 January 2023. The Solicitation will be posted to both SAM.gov and Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.





SITE VISIT DATE:



A site visit is tentatively scheduled, exact date is to be determined. Potential Offerors are highly encouraged to submit site vist request forms ahead of time if you are interested in attending the site visit.





Each individual will be responsible providing his/her own safety equipment (i.e. hard hats, steel toed safety shoes, etc.). Contractors who are interested in attending the site visit are strongly encouraged to submit the site visit request form as soon as possible to avoid missing the submission deadline for the forms. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance (FAR52.237-1, Site Visit).





SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors are required to be registered in the System for Award Management (SAM) database (https://sam.gov) and PIEE at the time a bid is submitted in order to comply with the annual representations and certifications requirements. Registration for PIEE is required as this is the only place bids shall be submitted.





ADDITIONAL INFOMRATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the SAM.gov website, https://sam.gov and PIEE Solicitation Module. It is and will continue to be the responsibility of all potential offerors to monitor the SAM.gov website for any amendments, updates, responses to questions and answers, etc. as the Government will not be maintaining a mailing list.

In an effort to reduce paperwork and cost, all bids shall be submitted electronically via the Solicitation Module of Procurement Integrated Enterprise Environment (PIEE) suite, as described below. Submissions shall be in Adobe PDF format. Electronic Bid Submissions is required through the Army’s Electronic File Sharing Service in PIEE (https://piee.eb.mil/). The PIEE Application is used to send large files to individuals that would normally be too large to send via email. On this page, click on the “Vendor User Registration” Doc and it will take you through the process of registering as a vendor.



If you plan on submitting a bid/offer/proposal, be sure to select “SOL-Solicitation” in the drop-down list and choose the “Proposal Manager” role to be given the proper permissions.
