This is a SOURCES SOUGHT notice to determine the capabilities of small or large business firms within a 250-mile radius of Louisville KY, if you are interested in this project please respond appropriately.
This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach. No solicitation or technical scope of services is available at this time. The government will use the responses to this SOURCES SOUGHT and submit according to the directions in this notice.
Request is for a Contractor to conduct non-destructive testing of welds at all twenty six (26) USACE Louisville District Project sites. This contract will form a Blanket Purchase Agreement (BPA) and will be for support of the Louisville District. No individual call under this agreement shall exceed $15,000.00. The annual funding for this agreement shall not exceed $250,000.00. The Period of Performance is the base year plus 4 option years. The Government will contact the Contractor 30 days prior to each scheduled inspection and provide information on what will be inspected and required inspection methods. The Government will also confirm with the contractor within 48 hours of each scheduled visit. For Estimating purposes, the Contractor should estimate a full day of NDT inspections. A representative of the USACE Louisville District or Site Contact will meet the contractor on site and facilitate the inspection & testing of welds.
Your Response Should Include:
Provide descriptions your firm’s past experience on projects with non-destructive testing, and those projects completed within the last five years which are similar to this project in size, scope, and dollar value. Provide documentation demonstrating non-destructive testing services for projects of similar type. For each example project, include original contract amount, pending and actual modification cost.
a. Projects similar in scope to this project include: Qualified Inspectors performing structural steel visual inspection in accordance with this contract, must be qualified and certified in conformance with AWS QC1, typical codes utilized would be AWS D1.1, D1.5, D1.2, D1.6, ASME B31.3. Provide an AWS Certified Welding Inspector (CWI) as the primary point of contact for quality control. Do not use non‐certified inspectors and certified associate weld inspectors (CAWI) for inspection. All personnel who perform NDT must be qualified in accordance with: ANSI/ASNT CP‐189 NDT Level II or III. Submit copies of certificates showing evidence of qualifications or certifications for welding inspectors and NDT personnel. Qualified Inspectors must be certified in examination procedures for Visual Testing (VT), Magnetic Particle Testing (MT), Ultrasonic Testing (UT), Dye-Penetrate Inspection (DPI).
b. Projects similar in size to this project include: The firms inspector prepared an inspection report presenting the results of all inspections including sketches, pictures, and locations of all discontinuities and defects found. For all welds not tested over 100% of their length, the percentage tested must be spread out over the lengths of the welds to provide a representative sample. Areas where welds were tested should be annotated in the report.
Base on the definitions above, for each project submitted, include:

- The portion and percentage of the project that was self preformed
