Description

The Louisville District intends to enter into a sole-source procurement in accordance with FAR 8.405-6(a)(1)(i)(C). McGinnis, Inc. currently has the vessel, MV Emerson Meredith, sitting on land by the use of marine ways for completion of other work in contract W912QR22P0096. This additional hull and bearing support work should be completed before the vessel is placed back into the water but was not included in the scope of work for the current contract. The additional hull work is delaying the execution of the rub rail portion of existing contract, and the bearing support is delaying the installation of the shaft bearings, shafts, and wheels. Therefore this work is closely related to existing effort. Vessel could be placed back in the water afloat, but would not be powered due to the issues with the propellor shaft bearings. McGinnis, Inc, is an experienced shipyard in making these repairs. They have marine ways capable of removing the vessel from the water, and the cutting, welding, forming, and machining capability to make the repairs. Explain why the intended Contractor is the only reasonable source who can provide the required supplies or services. Discuss the unique capabilities, expertise, etc. that support the lack of competition.
