The Department of Veterans Affairs, Network Contracting Office 09, hereby
provides notice of its intent to award a sole source, one (1) firm fixed-price contract for
thirty (30) each of the following items:

The main products are made by Ferno, Inc. located at 70 Well Way, Willington, OH 045177 and sold by BMK Ventures, Inc., located at 1112 Jensen Drive, Suite 101, Virginia Beach, VA. The contract is expected to be awarded in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically, FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303 2. A Justification under for Other Than Full and Open Competition has been prepared. The anticipated award date is 25 April 2023. The contractor will provide these products to the Louisville Veterans Affairs Medical Center for the Robley Rex Campus located at 800 Zorn Avenue, Louisville, KY 40206-1433. NAICS Code: 622110 General Medical and Surgical Hospital (SBA Size Standard $47 Million) PSC: 6515 Medical and Surgical Instruments, Equipment, and Supplies. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within three calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only. Any documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy all the requirements listed above to John E. McDaniel, Contract Specialist, by email at John.McDaniel1@va.gov NO LATER THAN 5:00 PM CDT, on 17 April 2023. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
