PERIOD OF PERFORMANCE: BASE PLUS FOUR (4) OPTION PERIODS

1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

2. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ), number 1282A723Q0054.

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 dated June 2, 2023.

4.This acquisition is solicited as a total Small Business Set-aside under NAICS Code 611513 with a small business size standard of $11,500,000.00.

5. Basic description of this acquisition and resulting contract is to provide Facility Maintenance Instructor Services for the Frenchburg Job Corps Center located in Frenchburg, KY in accordance with the performance work statement (PWS) specifications and provisions of this announcement and resulting contract.

6. One single award shall be made against this acquisition as a Firm Fixed Price contract.

7. Federal Acquisition Regulation (FAR) provisions 52.212-1, Instructions to Offerors-Commercial; and 52.212-2, Evaluation-Commercial Items apply to this acquisition.

8. To be considered responsive, all offerors shall have and maintain an ACTIVE registration in the System for Acquisition Management (SAM), to include completion of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items. As a part of the submission package, all offerors shall certify they hold an ACTIVE registration in SAM. SAM can be electronically accessed at System for Award Management (sam.gov).

9. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.

10. All questions regarding this acquisition must be submitted in writing no later than 5:00 PM Eastern Time, Tuesday August 15, 2023, to Eric Asper via email at Eric.Asper@usda.gov.

11. All offers must be received electronically to Mr. Eric Asper via email at Eric.Asper@usda.gov by the closing date and time for receipt of offers being Monday August 21, 2023 @ 5:00PM Eastern Time. Late proposals will not be considered.
