Description

The Lexington VA Medical Center located at Bowling Campus, 1101 Veterans Drive, Lexington KY, 40502 has a requirement for a firm fixed price, base plus four option year contract to acquire the F18 – AMYVID drug required to perform radiopharmaceutical PET scans for veterans. The F18 – Amyvid or Axumin is a radioactive agent which is an injection into the patients vein for brain imaging of beta-amyloid plaques in patients who are being evaluated for Alzheimer’s Disease and other causes of cognitive decline. The F18 – Amyvid agent is currently sole sourced directly from PETNET Solutions ( a subsidiary of Siemens Medical Solutions USA) to the Department of Veterans Affairs, Department of Defense and other government agencies. Eli Lilly is the owner and previous manufacturer of this radioactive agent (F18 -Amyvid) and has an proprietary letter agreement with PETNET Solutions to also manufacture and distribute the F18 -Amyvid injection. Currently PETNET Solutions is the ONLY distributor of this radioactive product and has the option to enter into teaming arrangements with other radiopharmaceutical companies and distributors including small business concerns (SB, SDVOSB). As of November 2023, there has been no such teaming agreement with any other company and there is no compelling competition where full and open competition for this product is necessary or even possible for the government based on the proprietary letter from PETNET Solutions, and the research of previous contract awards awarded to PETNET Solutions from the government for the F18 – Amyvid injection.



In accordance with 38 U.S Code 8127 the Veteran’s First Contracting Program, this requirement

does not meet the Rule of Two. This requirement will be awarded using other than competitive

procedures when such concern is determined to be a responsible source with fulfilling this

requirement. The North American Industry Classification System (NAICS) code is 325412 and

has a size standard of 1,300 employees for this procurement.

Capability statement /information sought: Response to this announcement shall not to exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm’s ability to provide a product and related services; (2) The respondents’ DUNS number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, etc,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.



This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit capability statement no later than 12:00 pm., CT, December 12, 2023 to:

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no written response is received within the closing date of this notice, a sole source award will be made to PETNET Solutions, Inc. without any further notice.
