W912P524Q0015 – Lake Cumberland Debris Removal Push Boat



This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The Scope of Work for this requirement will be available upon solicitation issuance.



Project Description: The Nashville District U.S. Army Corps of Engineers (USACE) anticipates a requirement for a firm fixed-price Supply contract to procure a fabricated push boat for debris removal for Lake Cumberland, KY.



The push boat is permitted to be of a completed design that meets the Corps’ criteria. The push boat shall be able to be delivered overland by truck to Burnside, KY, or Halcomb’s Landing in Jamestown KY, depending on the time of year/lake conditions these and any other possible locations will be specified at a later date by the government.



The Contractor will furnish all equipment, materials, labor, and completed and approved design to fabricate a push boat. Delivery of push boat is an optional item. If delivery option is not awarded, the contractor will still be responsible for push boat assembly, launch, training, and cleanup. All equipment shall be fully functional and operational. Training, manuals, and drawings shall be provided.





Type of Set-Aside: This procurement is a 100% small business set aside.



ANTICIPATED PERIOD OF PERFORMANCE: The work shall be completed, and push boat delivered within three hundred sixty-five (365) calendar days after contract award.





NAICS CODE AND SBA SIZE STANDARD: NAICS Code 336611 Ship Building and repairing; Size Standard 1,300 employees



SOLICITATION AND CONTRACT TYPE: Request for Quote (RFQ), Firm Fixed Price Supply Contract.



BASIS FOR SELECTION OF AWARD: Award shall be made to the lowest priced offeror who is determined to be responsible. Quote must meet or exceed the technical specifications and delivery schedule to be considered for award.



ANTICIPATED SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is late March 2024.



Pre “Quote” site visit: No formal site visit will be schedule prior to quote deadline submission. All contractors are encouraged to visit all potential offseason and recreation season assembly/delivery locations identified in the specification.

QUOTE SUBMISSION: During anticipated solicitation phase, all quotes will be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) site. If you have not done so already, please set up your PIEE account.





In an effort to reduce paperwork and cost, all quotes shall be submitted electronically via the Solicitation Module of Procurement Integrated Enterprise Environment (PIEE) suite, as described below. Submissions shall be in Adobe PDF format. Electronic Quote Submissions are required through the Army’s Electronic File Sharing Service in PIEE (https://piee.eb.mil/).
