SOURCES SOUGHT NOTICE - MOBILE KITCHEN FOR THE MUHLENBERG JOB CORPS CENTER
The US Department of Labor, Office of Job Corps Acquisition Services, has a requirement for the purchase, delivery, and setup of a new premanufactured Mobile Kitchen for the Muhlenberg Job Corps Center located in Greenville, KY. Installation and connection of utilities to the mobile kitchen to be performed by others. THIS IS A SOURCES SOUGHT NOTICE. In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i), this notice is issued for the purpose of conducting market research. Market research is being conducted to determine if there are potential small businesses with the capacity and experience to perform the required work. This Notice is not to be misconstrued as an Invitation for Bid or Request for Proposal.
There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.
The full extent of the work will be described in the solicitation, which may follow at a later date. However, a summary of the services to be performed is provided as follows:
This requirement is for the purchase, delivery, and setup of a new premanufactured 53’ x 8’ Mobile Kitchen for the Muhlenberg Job Corps Center located in Greenville, KY. Installation and connection of utilities to the mobile kitchen to be performed by others. The vendor shall provide startup and testing of all equipment and systems upon delivery. The vendor will work with the Department of Labor to determine the final layout and equipment list before the buildout of the mobile kitchen.
Firms interested in this requirement are requested to submit a statement of qualifications. Your statement of qualifications shall demonstrate the capacity of your firm to provide the product described above, and should include the following information:

Previous projects of similar scope and value -- Contractor has provided three or more Mobile Kitchens with the following features within the last ten years:
- The Mobile Kitchen will have accommodations for storage, food preparation, cooking, and cleaning.
- Capable of serving 3 meals per day for a minimum of 300 persons
- Custom manufactured based on specific customer needs.
- The Mobile Kitchen will be equipped, at a minimum, with a three compartment sink, vegetable sink, hand wash sinks with towel and soap dispenser, stainless steel work/prep table with under shelving, overhead shelving, fryer, griddle, burner range with oven, convection oven, char boiler, pan steamer, tilt skillet, holding cabinetry, walk-in cooler with wire shelving racks, walk-in or reach in freezer, tankless “On Demand” water heater, HVAC, ventilation hood with exhaust, fire suppression system, hand held fire extinguishers, dish washer, etc.
- Mobile Kitchen shall be equipped, at a minimum, with gooseneck trailer hitch, exterior stairs, air brakes and heavy-duty suspension.
- Unit must meet all code and Health Department requirements.
- Provide previous project examples that include the location of the project (City, State), the project owner, a brief and concise description of the project scope, specialty design consultants employed, a comparison of the award value and final contract amount.

Cost control, project schedule, safety, and quality of work
- Contractor has a proven record of excellent performance by completing projects on or ahead of time.
- Using the previous project examples include the Contract Award/NTP date, the original contract completion date, and the actual contract completion date for each project.

Financial Capabilities
- Contractor is in sound financial standing with no claims or liens.
The Government will evaluate market information to ascertain potential market capacity to 1) provide supplies/services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
Submissions should not exceed 10 pages. Responses to this notice are due no later than March 3, 2023 at 4:00 PM ET, and submit it via email to Emily Giardino at Giardino.Emily.M@dol.gov and Sonya Giddings at Giddings.Sonya.S@dol.gov. Submissions must cite the following information, at a minimum:
- Response to RFI [insert number here];
- Company Name, Address, and a Company Point of Contact;
- SAM Unique Entity Identifier (UEI);
- Business Size Standard/Classification, and socio-economic status, if applicable;
- NAICS code certifications.
Acknowledgment of responses will not be made, nor will respondents be notified regarding the results of the Government’s evaluation of the information received. The determination to proceed with the acquisition is within the discretion of the Government. Telephone inquiries will not be accepted and no questions in connection with this notice will be accepted.
