The U.S. Army Corps of Engineers (USACE), Nashville District (LRN) is issuing a Request for Proposal (RFP) solicitation for a single firm-fixed price (FFP) Construction Contract for the Wolf Creek Liquid Oxygen Cryogenic Facility in Jamestown, KY.

PROJECT DESCRIPTION: This procurement action is for a firm-fixed price construction contract to fabricate and install a liquid oxygen cryogenic facility at Wolf Creek Dam, Jamestown, Kentucky. The detailed plans and specifications are posted with the solicitation, and the contractor will be responsible for:

- Demolition and Site Preparation

- Facility Foundation Construction

- Security Fence Installation

- Access Road Asphalt Paving

- Oxygen Filling Area Concrete Placement

- Prefabricated Metal Structures Installation

- Acquisition and Installation of Cryogenic Storage Tanks

- Cryogenic Piping Installation

- Acquisition and Installation of Ambient and Pressure Build Vaporizers

- Header Distribution Installation

- Valve Control System Installation

- Electrical Distribution System Design and Installation

- Pressure Regulator and Gauges Installation

- Facility Control System Design and Installation

DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: Between $10,000,000.00 and $25,000,000.00.

ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the SAM.gov website. PRE-PROPOSAL SITE VISIT: There Pre-Proposal Site visit is scheduled for Tuesday, 13 December 2022 at 9:00AM CST . See information below for details on how to register after Pre-Preproposal Site Visit meeting information is established. U.S. Citizens: To register for the Pre-Proposal Site Visit, U.S. Citizens must fill out a U.S. Citizen Site Visit Request Form and submit to the Point-of-Contacts (POC) listed below no later than five (5) business days prior to the site visit.

Foreign Nationals (FNs): To register for the Site Visit, Foreign Nationals (FNs) shall submit a completed FN Site Visit Request Form and legible color copies of two (2) of the following documents: Passport (unexpired or expired), Certificate of U.S. Citizenship (INS Form N-560 04 N-561), Certificate of Naturalization (INS Form N 550 or N-570), unexpired foreign Passport with I-551 stamp or attached INS Form I-94 indicating unexpired employment authorization, an Alien Registration Receipt Card with photo (INS Form I-151 or I-551), unexpired Temporary Resident Card (INS Form I-688), unexpired Employment Authorization Card (INS Form I-688A), unexpired Reentry Permit (INS Form I-327), unexpired Refugee Travel Document (INS- Form I571), or unexpired Employment Authorization Documentation issued by the INS which contains a photograph (INS Form I-688B) to the LRN POC. These documents must be submitted thirty (30) calendar days prior to the Pre-Proposal Virtual Meeting. Exceptions will be considered on a case by case basis but will be limited.

Both the U.S. Citizen Site Visit Request Form and the FN Site Visit Request Form are provided on SAM.gov with this notice. Every individual who plans on attending the Site Visit must submit a request form. Any persons without an approved U.S. Citizen Site Visit Request Form or FN Site Visit Request Form will be removed from the Site Visit. A site visit is scheduled for Tuesday, 13 December 2022 at 9:00AM Central. The site visit request forms are attached.

Questions must be submitted in Projnet Bidder Inquiry using the Quick Key in the Solicitation no later than 21 December 2022.

The Proposal Due Date is due no later than 24 January 2023 at 2:00PM Central Time.
