The City of Somerset issues a Request for Proposal (RFP) from Manufacturer/Supplier of Membrane Treatment Equipment for replacement of the existing water treatment membranes. The MEMBRANE FILTRATION REPLACEMENT Project is located at the Somerset Water Treatment Plant (WTP), South US 27, Somerset, Kentucky. It is further defined by WRIS Project Number WX21199147.

This RFP is intended to address the anticipated scope of work and to outline information Somerset requires from those who wish to respond to this solicitation. Somerset requires a written proposal, including fee structure, in order to be considered.

Somerset WTP installed ZeeWeed 1000 Water Treatment Membranes by SUEZ Water Technologies & Solutions in 2014. Based on the projected life of the current membranes, it is now time to replace the membranes. The successful proposer shall be able to supply the most current version of their membrane equipment and it shall be compatible with the ZeeWeed 1000 technology, and all of its ancillary equipment.

At a minimum, all proposals should address Scope of Work, Equipment, Off-Site Support, On-Site Support, Warranty, Personnel, Schedule, and Delivery of New Membranes. A detailed price for the proposed services shall be included in the proposal.

Sealed proposals for the following work will be received by the City of Somerset, Pulaski County, Kentucky at the Somerset Energy Center, 306 East Mt. Vernon Street, Somerset, Kentucky 42501, until 2:00 p.m. local time, Monday, September 11, 2023.

Sealed proposals for this Contract shall be clearly marked on the outside of the envelope as follows:

“Sealed Proposal for Membrane Replacement at Somerset WTP”. Not to be opened until 2:00 p.m. local time, Monday, September 11, 2023.”

If forwarded by mail, the sealed envelope containing the proposal must be enclosed in another envelope and mailed to the City of Somerset, allowing sufficient time for such mailing to reach this address prior to the scheduled closing time for receipt of proposals.

Somerset reserves the right to reject any and all proposals received, and to select the proposal it determines to be in the City’s best interest.

Anticipated funding for this project is to be provided through Kentucky Infrastructure Authority Loan and Grant programs.
